MINUTES OF THE NORTH RODE PARISH COUNCIL

HELD IN THE DAINTRY HALL ON TUESDAY 29TH JANUARY AT 7.30 p.m.

Welcome by Chairman

The Chairman welcomed those present to the meeting.

Declaration of Interest

There were no declared interests noted from Parish Councillors.

Minutes of the Previous Meeting

The minutes of the previous meeting were read and proposed correct by Mr John Narraway and seconded by Mr Andrew Needham1.

Matters Arising

The Chairman, Mr David Syson and Mrs Jane Palmer, the Borough Councillor, confirmed that the meeting between residents of Park Road and Macclesfield Borough Council was held on Tuesday 18th December 2007 at 6.30 p.m. Those present at the meeting included Steve Whitehurst from Macclesfield Borough Council, Chris and Jackie Clarke, Brian and Marilyn Ainsley.

Mrs Jane Palmer gave a synopsis of the meeting. The outfall waste from the septic tank is to be tested again and two or more estimates are to be obtained for its replacement, which would meet current standards.

Correspondence

Professional Garden Services Limited have submitted an account for the month of August in the sum of £64.62. It was proposed for payment by Mr John Narraway and seconded by Mr Andrew Needham2.

Planning Application number 07/2870P - rear conservatory amendments to1 Park Road, North Rode, Macclesfield.

Application approved by Macclesfield Borough Council.

Planning Application number 07/2825P - change of use of land from agricultural to equestrian and erection of stable block with tack room/store over - Cromwell Barn, Bank Farm, Bank Lane, North Rode, Congleton, CW12 2PJ.

Approved with conditions by Macclesfield Borough Council.

Planning Application number 07/2924P - proposed replacement signs at Hollands Nurseries.

Application approved with conditions.

Planning Application number 07/3022P - re-siting of agricultural/horticultural polytunnel at Hollands Nurseries.

Withdrawn

Planning Application number 07/3065P - single storey rear extension to
Acre Hill Barn, Pexhall Road, North Rode, Congleton, CW12 2NW.

The Parish Council discussed the application which is retrospective, as a building is present on the site.

The Parish Council found no objection to this application.

It was however noted that the landscaping provisions in the original application had not been undertaken and it was therefore proposed by Mr John Narraway and seconded by Mr Andrew Needham3 that we should offer no objections but wish that the previous conditions with regard to landscaping be implemented.

Any Other Business

Councillor Mrs Jane Palmer had looked into the possibility of contributions toward maintenance of the fingerpost signs in the village. She understands that the Council is able to provide a 50% contribution to the refurbishment of old signs.

County Councillor Barry Hardern explained to the Parish Councillors of the change in Local Government. The May elections will include elections for the Cheshire East Councillors who will act as shadow Councillors to the Macclesfield Borough for a period of one year and will take their positions on 1st May 2009.

Parish Plans

It was agreed that John Narraway should approach Bron Kerrigan and Cedric Knipe to arrange a date at the beginning of April to have a meeting at the Daintry Hall to address members of the Parish Council and residents who will be informed of the event in order that they can decide whether the village should prepare a Parish Plan.

Parish Council Minutes

Minutes of the Parish Council in August and October 2006 were found to have been not ratified as true records. The matter was discussed and it was agreed by all members of the Parish Council present, unanimously, that they reflected a true record of the meeting, proposed by Mr John Narraway and seconded by Mr Andrew Needham4.

Next Meeting

The Chairman thanked all those present.

It was agreed that the next meeting of the North Rode Parish Council is to be held as and when further planning applications received required discussing.

This meeting of the Parish Council closed at 20.35 hours.
